
The forum has discussed the issue of pay revision due in the banking industry with a cross section of bankers across the country and has arrived at certain scales in line with the 6th pay revision of the Central Government employees.. It is a fact that market related salaries and bonuses can’t be available to the PSBs' officers due to the expectation, of discharging social obligation, from them in a developing economy like ours. The bankers expect to get salary in line with the bureaucracy. Hence, it should be linked with the salaries of officers in the central government in equivalent positions. The forum is also of the view that the D.A. should also be paid in line with the central government employees. The concept of grade pay be introduced in the PSBs in line with the respective pay bands. The forum proposes that the officers of the PSBs , from JMGS I to TEGS VII , be placed in pay band 3 and pay band 4 along with the respective grade pay. The JMGS I salary has to start with the starting pay of Group “A” officer and TEGS VII should be getting upto the maximum of pay band 4.
Central Government’s Pay Fixation:
Since Government has notified minimum pay to new recruits joining the pay band on or after 1-1-2006 as given below, the pay fixation of existing employees if there pay get fixed in the minimum of revised pay band, their revised pay is likely be fixed in the minimum "pay in the revised band" depending on the grade pay in a particular pay band.

The salaries for the MDs of Associate Banks/ DMDs of SBI/EDs of nationalized banks should be equivalent to S-31, those of CMDs of nationalized banks, MDs of SBI be equivalent to that of S-32 and those of the Chairman of SBI and IDBI equivalent to S-33.

The forum appeals to all the officers working in the PSBs in the country to offer suggestions to the forum and to exert pressures on their respective associations to put forth similar demands.

The forum's view seeking alignment of bankers' salaries with those of Central Govt. officers is reasonable . Eventhough, it would be much lower to those of their counterparts in the private sector , even in the recessionary phase , it should be acceptable to the PSB's officers.It appears that there is no concrete scale-wise demand available with the UFBU, a trade union formed to undertake wage negotiations in the banking sector. Now the time has come , when each member of every trade unions in the banking industry should demand the details of every bipartite developments from the office bearers of their associations /unions . If there is no progress in the matter , then the UFBU be dissolved . There is a need for a more sensible approach among unions, management and IBA towards early conclusion of wage settlement.The forum's suggestion of the wage structure is just and more acceptable to all the parties .
The Unions and Associations should try and resolve the issue immediately by acception the same formula applied by Central Govt. They should opt for a entry level pay (a) Rs.15600 - 39100-JMG, Scale-I (b) Rs.37400 - 67000, MMG II , III & IV.
An early settlement is best for the industry.
The difference between 6th pay commission and the bipartite settlement is that justice krishna report was based on the merger of the old scales and making of new scales with the thinking that how more can be provided to the central govt employees whereas the union leaders and the iba are arguing on the fact how much total cost can settled i.e 10% or 13% then they will make the new basic and da and other things here we are fighting for the music( total expenditure ) after the making of the music we will make song ( basic, da,hra and other things) whereas in 6th pay commision justice krishna made the song( structure of new basics and allowences ) then govt made the music i.e total cost.
so in this scinario certainly banks officers will not get much more than 15 to 18 %. But this will be totally unfair because bank officer work more than a central govt employee not only that a central govt employee enjoys 5 days week he works 52 days less than us and gets much more salary than us. we have to deal all the time with financial matters which are more risky in nature so we should get much more salary than them.
The issue of a fair salary revision has to be taken up seriously by all the PSB bankers as it affects every banker , his family and the ultimate beneficiary the socity at large.
The problem with the officers associations is that most of them have come from the clerical cadre and hence you cannot expect them to make such demands. It is high time that you start telling them to disband so that we can directly start talking to the Managements
IN the case of Central Government officers from day I the discussion was around the type of pay scales that was going to be offered. In our case we don't even know what it is going to be like. Ultimately they may club all facilities and say that we have given you a 20% hike. There is something fishy about the entire discussions.
